West Wight Coastal Flood and Erosion Risk Management Strategy Consultation

Background:

The Isle of Wight Council and the Environment Agency have developed a Coastal Flood and Erosion Risk Management Strategy, which has now been published for a three-month period of public consultation. The Strategy recommends the preferred approaches for managing coastal flood and erosion risk for an 84km frontage of the Isle of Wight coast from Freshwater Bay to East Cowes.

Isle of Wight Council Budget 2016/17

Background:

For the next financial year 2016/17, the council faces further Government grant cuts and increased costs. This means we will have to make projected savings of around £17.38m. To achieve savings of this magnitude, we have to consider options such as stop providing some discretionary services, charge more for certain services, services funded/provided by someone else where applicable and reduce statutory services to a minimum.

Isle of Wight Walking Festival Survey

Background:

The Isle of Wight Walking Festival will be entering its 18th year in 2016 and has grown from 39 walks in its inaugural year, to just over 250 walks this year. Despite incredible support from sponsors over the years, we have seen a steady decline in support during these recent times of austerity. Historically, we have not made any charges for the event programme we produce and publish, but with financial cutbacks hitting services we are looking at charging participants from 2016, in order for the festival to continue.

Gambling Policy Consultation

Background:

The Isle of Wight Council is revising its statement of licensing principles in accordance with Section 349 of the Gambling Act 2005. The Act provides for a system of licensing and regulation for commercial gambling in England and Wales and licensing authorities have responsibility for licensing gambling premises within their area such as casinos, bingo halls, betting shops, adult gaming centres and small society lotteries.

Proposed Changes to Charges for Respite Care & Sitting Services Consultation

Isle of Wight Pharmaceutical Needs Assessment 2015-2018

A pharmaceutical needs assessment (PNA) is a statement of the pharmaceutical needs of the population within the local area. The National Health Service (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013 (“the 2013 Regulations”) sets out the requirement for each Health and Wellbeing Board to publish a PNA.

Highways Amenities Permission Policy

Background:

Sustainable Model for Music Education Hub Consultation

Constitutional Review

Background:

The Isle of Wight Council has launched a consultation into options for a possible change in its decision-making structure and process. It is seeking views on three options, including the existing Cabinet-based structure of decision-making.

 


Outcome:

It was agreed that the hybrid system consisting of one party executive, with four politically proportionate executive advisory committees and one scrutiny committee with the option to set up task and finish groups to scrutinise particular issues would be implemented.

Licensing & Sex Establishment Policies

Background:
The Statement of Licensing (Required under the Licensing Act 2003) and Sex Establishment Policy (Required under the Police & Social Responsibilities Act) are under review due to changes in legislation.

The current statement of licensing policy was adopted by the Isle of Wight Council on 15 January 2014 and can be viewed here.

Sex establishments are required to be licensed under the Local Government (Miscellaneous Provisions) Act 1982. There are three different types of establishment.

Discretionary Housing Payments Policy

Background:

The council’s Discretionary Housing Payment (DHP) policy is to be formalised and will operate from the 2013/14 financial year, subject to a period of consultation with relevant organisations and key stakeholders.

In some circumstances, people in receipt of housing benefit find themselves in a situation where the benefit they receive does not cover the amount of rent they are due to pay.

The policy provides extra support to cover these shortfalls usually on a short-term basis where a claim is made for additional financial support and the applicant is receiving at least the minimum amount of housing benefit. It does not cover shortfalls in the amount of council tax due to be paid.

The policy has been developed to give a consistent and fair approach to providing additional assistance for the most vulnerable Island residents in genuine hardship (while they review their situation following the Government’s welfare reforms).


Outcome:
The Discretionary Housing Payment Policy was approved at the meeting of the Cabinet on 8 October 2013.

Superfast Broadband

Background:
Isle of Wight Council planned to use public funding to help deliver broadband infrastructure into parts of the Island that will not be served by the commercial marketplace. Isle of Wight Council conducted an Open Market Review (OMR) between 8 February and 11 March 2013. Suppliers have responded to the OMR with details of their existing and planned broadband services.

Outcome:

The Rural Broadband Public Consultation was a requirement for State-Aid purposes and was required to identify which areas on the Isle of Wight were eligible for development within the Rural Broadband Project.

The Isle of Wight Cabinet agreed to appoint BT as the preferred supplier to put in place Next Generation Access (NGA) infrastructure to deliver superfast broadband to an estimated 20,000 premises across the Island. For more information please click here.


Local Assistance Scheme Policy Consultation

Background:
This scheme applies to Island residents who are in genuine hardship (which cannot be met through other means) so that they are able to access support they need, financial or otherwise, quickly and effectively. The scheme will start in April 2013.


Outcome:

A new scheme to provide help for Island residents in genuine financial hardship is recommended for approval in a delegated decision report published on 11 March 2013. The Local Assistance Scheme, if approved, would be launched on 1 April 2013 as a two-year pilot scheme to provide a program of support to help people access funding or services in time of crisis.

Carers' Strategy Consultation

Background:
The Isle of Wight Council and the Isle of Wight Clinical Commissioning Group are working in partnership with Carers UK to undertake a survey with carers providing support to individuals living on the Island. The purpose of the survey is to gain a picture of what the issues are for carers on the Island and to then produce a joint Carers Strategy Document.

Regulatory Services Enforcement Policy Consultation

Revised Hackney Carriage Table of Fares Consultation

Health & Wellbeing Strategy Consultation

Background:
The Isle of Wight Shadow Health & Wellbeing Board and executive board will be the key forums for leaders in health and social care to work together, on behalf of the local community, to improve the health and wellbeing of people living on the Isle of Wight.

We all want to make sure that, as residents on the Isle of Wight, we are able to lead long, safe, happy, healthy and fulfilling lives both now and in the future.


Outcome:

Following the consultation amendments were made to the Health and Wellbeing Strategy, which will be the blueprint used to determine the priorities which all organisations will work towards between 2013-16, and this has now been agreed.

Meaders Road - Oakvale Pedestrian Link Consultation

Background:

The Isle of Wight Council is seeking views on the Meaders Road to Oakvale pedestrian link. This link has been open since April 2010 but has been the subject of reports to the Police and complaints to the Isle of Wight Council. We are seeking your views on whether there is a case to consider closing the link. If the council considers that there is a case to close the link, either permanently or at certain times of the day or night only, then it must apply for a ‘gating order’.


Outcome:

At the Planning Meeting on 30 July 2013 Members resolved that there was no justification for either the permanent closure or periodical gating of the pedestrian link between Oakvale and Meaders Road, Ryde. It was felt that the benefits of the link to residents wishing to access local facilities by foot outweighed the impact that closure would have upon the rate of crime and disorder in the Meaders Road/Oakvale area.

Autism Strategy Consultation

Background:
Following the initial autism consultation a participation report was written and comments on the report or about how we can improve support to people with autism were requested.


Outcome:
The autism strategy will now be written from the information received on the participation report and other comments received. The draft strategy can be found here and there will be a further opportunity to comment before the strategy is finalised.

Localisation of Council Tax Benefit Consultation

Background:

As part of its welfare reforms and its drive to encourage more people back into work, the Government is proposing to abolish the current national Council Tax Benefit Scheme. From 1 April 2013 all local authorities, including the Isle of Wight Council, will have to replace it with a local council tax support scheme for all working-age claimants. The Government has told local authorities that claimants of pensionable age will not be affected by any changes and will continue to receive support towards their council tax bills in the same way as they do now.

The cost of council tax benefit is currently paid for by the Government. When the new local schemes start on 1 April 2013, the Government will pass that funding across to local authorities, whilst reducing it by about 10%. For the Isle of Wight, if we were to just continue with the current arrangements for the council tax benefit scheme, there would be a shortfall in funding of about £1.9m.

 


Outcome:

At the full council meeting on the 16 January 2013 councillors considered the feedback from this consultation and the likely impact of any new scheme. Taking into account the complexities of the existing scheme, the timescales involved in developing, consulting and implementing a local scheme and the ability to redesign the scheme into a wholly new scheme in the timescale allowed was considerably limited.

It was agreed therefore that the local scheme was to be implemented for 2013/14 as a transitional scheme, which enabled both Isle of Wight Council and council tax benefit claimants to learn from its implementation and inform any future changes to the local scheme.

Gambling Act Policy Consultation

Background:
The Isle of Wight Council has revised its statement of licensing principles in accordance with Section 349 of the Gambling Act 2005. The Act provides for a system of licensing and regulation for commercial gambling in England and Wales and Licensing Authorities have responsibility for licensing gambling premises within their area such as casinos, bingo halls, betting shops, adult gaming centres and small society lotteries.


Outcome:

The council has now reviewed comments received on the Gambling Act Policy which was adopted by Full Council on 16 January 2013 and will come into force on 22 February 2013. To view the policy please click here.

SEN Alternative Provision Consultation

Background:
Following the consultation for the proposals to relocate and expand centrally retained alternative provision and educational support services, the statutory notice was published in the County Press on Friday 21 September 2012 and notices have been erected at each of the proposed sites.

Outcome:

The Isle of Wight Council has decided to proceed with the proposals to develop the Lake site (formerly Broadlea Primary school) but not to proceed with the proposals to develop provision at the Cowes site (Love Lane). 

In order to facilitate this, for the foreseeable future, WISE workshops will remain at Dodnor Industrial Estate and the Clatterford site will remain in use.

Budget 2013/14 Consultation

Background:
Consultation was carried out during July and August 2012 to enable public comments and views to be fed into the initial round of budget discussion. This included qualitative feedback from budget stakeholder workshops and quantitative research using an on-line budget simulator and survey to give members of the public a wider opportunity to participate.

The feedback gathered from the qualitative and quantitative exercises fed into the budget review report to Cabinet and Full Council in September 2012. It was also published in the September issue of One Island magazine.

Outcome:

Feedback from the consultation will be considered in the final budget 2013/14 decisions when the budget is set at Full Council in February 2013.

Sensory Impairment Consultation

Background:

IWC is reviewing the sensory impairment services currently available to ensure the best and most cost effective support is provided in the future.

As part of the review we are consulting with current service users as well as the wider public.


Outcome:

Following an extensive consultation to gain the views of users, a new, single sensory service has been commissioned so that people can get all of the support they need in one place.

The new service will provide expertise, support and advice about all aspects of sight and hearing loss and will include specific support to people with the combined diagnosis of sight and hearing loss.

Regulatory Services Enforcement Policy Consultation

Background:

Regulatory Services’ primary function is to achieve regulatory compliance in order to protect the public, legitimate business, the environment and groups such as consumers and workers. However, we reserve the right to take enforcement action in some cases after compliance has been achieved if it is in the public interest to do so.

This Policy applies to all the legislation enforced by Officers with delegated enforcement powers employed by Regulatory Services.

Enforcement’ includes any criminal or civil action taken by Officers aimed at ensuring that individuals or businesses comply with the law.

By this document Regulatory Services intends to enable Officers to interpret and apply relevant legal requirements fairly and consistently.


Outcome:

The council has now analysed the results of the Regulatory Services Enforcement Policy Consultation and is consulting again on the changes.

Adult Social Care Local Account Consultation

Background:
The government is changing how it assesses council services. The Local Account replaces annual assessments of council social care services by the Care Quality Commission. The Local Account is a report that local people, service users and providers can use to judge our performance. It will provide you with key information about Adult Social Care on the Isle of Wight and will highlight to you what our key priorities are.

Healthwatch Isle of Wight Consultation

Background:
In March 2012, the government introduced a new law (the Health & Social Care Act 2012) requiring each local authority area to set up a new organisation called Healthwatch by April 2013.

Healthwatch will effectively act as a consumer champion, making the views and experiences of the local community known to the people making decisions about these services, both locally and nationally. It will replace the Island’s Local Involvement Network (otherwise known as the LINk) which has performed a similar role for the past few years and will cease to exist on 31 March 2013.

Some of the functions and roles that Healthwatch will need to perform have been set out in law but the government has also said that it wants local authorities to be able to make some choices of its own about how it sets up the new organisation so that it can meet the needs of its local community.

Integrated Risk Management Plan 2012 Consultation

Background:
Every Fire and Rescue Service in the UK is required to produce a plan setting out their proposals on how they will deliver improvements to reduce risks in their local area.

We have produced an Integrated Risk Management Plan (IRMP) for the Isle of Wight for 2012 - 2015. If you live, work, or visit the Island your views on this plan are vital to us.

Home to Education Transport Policy 2013 Consultation

Isle of Wight Council Equality Objectives for 2012-2014

Background:
Under the new Public Sector Equality Duty, as introduced by the Equality Act 2010, the council must adopt and publish equality objectives by 6 April 2012.  Before we finalise our objectives we asked for your opinions on a set of draft proposed equality objectives.  If adopted, these would become the focus for our work on equality and diversity over the next two years. 


Outcome:

The equality objectives were formally adopted by the council under officer delegated powers on 30 March 2012.

 


Superfast Broadband Consultation

Background:
The council is currently seeking to understand the level of interest in Superfast broadband across the Island.

The council has secured funding from central government to help pay for the installation of Superfast broadband across the Island. This will mean that the Island can have world class, leading edge communications and entertainment services. However, the funding can only be spent where there is real demand for Superfast broadband and we want to spend the money wisely.

Outcome:

The consultation and engagement process carried out informed the IOW Local Broadband Plan which helped secure £3 million worth of central government investment for superfast broadband infrastructure on the Isle of Wight.

School Admission Arrangement 2013 Consultation

Background:
The Isle of Wight Council asked for views on proposed changes to the Isle of Wight school admission arrangements for primary and secondary schools.

A new Department of Education admission code introduces a number of changes to current arrangements and those that are statutory have been incorporated into the new primary admissions policies.

The council is also proposing to change the arrangements for allocating places in community and voluntary controlled schools.


Outcome:

The Isle of Wight Council has now considered the comments received on the proposed changes to the Isle of Wight school admission arrangements for primary and secondary schools. The authority has determined the policies as proposed and no further changes will be made. The determined policies, together with those for the own admissions authority schools (Voluntary Aided, Foundation and Academies) will be published on iwight.com by the 1st May. Any objections to the determined admissions policies must be made to the Schools Adjudicator by 30th June.

Conservation Area Appraisals Consultation

Background:
The council has been reviewing conservation areas designations and identifying new conservation areas. Whilst public consultation is not required in the preparation of the Conservation Area Appraisals and conservation area designation, the council is keen for the appraisal documents to under go public scrutiny and therefore the council is publishing the following Conservation Area Appraisals for consultation:
         • Briary
         • Church Place
         • Pound Green
         • Totland
The Conservation Area Appraisal evaluates and records an area’s special architectural or historic interest, which the council believes it is desirable to preserve or enhance. The consultation appraisals include the proposed conservation area boundary and specific character areas within it. It also identifies properties that may be subject to an Article 4 Direction, a process which removes certain permitted development rights and which will be subject to a further consultation process.


Outcome:

On 21st June 2012, following a period of consultation, the Isle of Wight Council designated areas of Church Place and Totland as new conservation areas and extended the boundaries of the existing Briary and Pound Green conservation areas. Budget 2012 Consultation

Background:
This consultation has now closed. With significant on going reductions in government funding to councils across the country, the Isle of Wight Council has faced difficult decisions to ensure it spends its budget wisely over the next few years whilst, as far as possible, protecting residents from large council tax rises and cuts to vital services.

We asked for your views to help us to draw up a budget for 2012/13.


Outcome:

The Isle of Wight Council has set a budget that freezes council tax for the second year running.

But at the same time, the £338.3 million budget agreed by the Full Council on 29 February also provides investment in a number of areas – particularly schemes to stimulate the local economy.

Isle of Wight Council leader Councillor David Pugh said the difficult decisions made last year had allowed the authority to agree a package of investment schemes designed to assist the local economy.

Councillor Pugh added that many of the proposals – such as the freezing of car parking charges for the fourth year as well as the budget’s emphasis on supporting the economy - reflected views expressed in consultations held in recent months.
